[OPENMEETINGS-1593] selecting a resolution doesn't change the actual resolution

Description

When Anyone logs into the openmeetings server and joins a room their camera is on the lowest resolution. any attempt to click on the settings to change this does nothing, they still come back with poor resolution. However after selecting a new resolution and going back into settings then selecting cancel instead of save, the changes will then be accepted.
