[OPENMEETINGS-1031] The "New folder" dialogs moves to the bottom of the screen and becomes invisible

Description

Go to the room and select files panel. Add some folders ad observe new folder field. After new addition the "New folder" field moves to the bottom and displays on the "Activities and actions" panel. Please see attached file.

If add few folders then the "New folder" field becomes invisible and seems that program is not responsed.
