[OPENEJB-12] xml processing requires optional elements to avoid NPEs

Description

in openejb-jar.xml, the enterprise-beans, entity, session, and message-driven elements are required to avoid an NPE in the xml processing code. However, they aren't required by the schema. I put some TODO comments in to point out where some of the problems are.
