Description

mapreduce.job.acl-view-job property in Oozie workflow.xml will be ignored if only yarn.acl.enable = true, but mapreduce.cluster.acls.enabled = false.

This is caused by the following check: https://github.com/apache/oozie/blob/master/core/src/main/java/org/apache/oozie/action/hadoop/YarnACLHandler.java#L39
