[OOZIE-2072] Improve the whitelist error message by showing allowed values

Description

The current error is vague and causes users to google and find odd solutions such as disabling the entire whitelist (which causes other issues).

Proposing to change the error to also print whitelist set in the message returned back, so they at least realise why they are getting that.
