ooziedb command could fail on Windows

    Description

      When deploying the ozzie on Windows clusters, all ooziedb.cmd commands are failing with the following error message.

      The input line is too long.
The syntax of the command is incorrect.

      The root cause is that the command line length limit is reached when there are too many dependencies in the lib directory.
