[OOZIE-1523] Create Windows versions of the shell scripts

Description

In order to use Oozie on windows, it is necessary to create Windows versions of the following scripts:

• tools/src/main/bin/ooziedb.sh
• distro/src/main/bin/oozied.sh
• distro/src/main/bin/oozie-setup.sh
• distro/src/main/bin/oozie-start.sh
• distro/src/main/bin/oozie-stop.sh
• distro/src/main/bin/oozie-sys.sh
• core/src/main/conf/oozie-env.sh

I'm going to submit Windows versions of those scripts at roughly a 3.2.0 version level. So there will be some missing functionality relative to later versions on linux. But the scripts are sufficient to setup and start/stop Oozie, and use the oozie CLI, as tested on 3.2.0, 3.3.2, and trunk. If requested, I can create a separate Jira to bring them up to parity with trunk.
