Make <should-end> optional in SLA for users only concerned about <duration>

    Description

      In the SLA schema 0.2, <should-start> and <duration> tags are optional but <nominal-time> and <should-end> are mandatory, for the purposes of common use-case and clarity. However, there can be a use-case, where user is only concerned about SLA around total duration of job once started. In this case, we have to make nominal and end time optional too and handle the SLA statuses to indicate a 'MISS' accordingly
