[OOZIE-1219] The timezone cookie should never expire

Description

The timezone that the user selects for the Web UI (from OOZIE-887) is saved in a cookie which is currently set to expire after 7 days. When it expires, the user will lose their previously set timezone and have to set it again. Ideally, this should never expire, but you can't do that with cookies, so lets just make it expire in 10 years (that should be long enough that we'll have a new Web UI by then and the timezone cookie won't matter anymore )
