[OOZIE-1137] In light of federation use actionLibPath instead of appPath

Description

In JavaActionExecutor.java addShareLib() should use actionLibPath instead of appPath so that "IllegalArgumentException: Wrong FS" is not thrown in a federated setup when appPath and actionLibPath are on different namenodes.
