Description

We can use zookeeper to identify file mangers registered for a given project. Then, when a user queries a file manager, file manager can query other file managers in the system and return an aggregated result.

This way, users don't have to know all the file manager URLs. Knowing one is enough. Most of the hard work for this has been done in OODT-945 from the design aspect.
