Description

As reported by Tom Bennett on the mailing lists, http://s.apache.org/w6, TestDateTimeVersioner catches an error in the DateTimeVersioner class having to do with the + side of GMT. Tom cooked up a patch for this that I'll grab from the list and reformat and attach here that seems to address the issue for him. I'll test it out here on the - side of GMT and see if works.
