[OODT-46] XMLPS mapping file doesn't declare XML at top of conf file

Description

While responding to Dave Kale's recent inquiries on oodt-dev@incubator.a.o I found that the default example conf for xmlps checked in in OODT-29 has an XML file error. <?xml must come at the top of the XML file. Should be a quick fix.
