File Manager XMLRPC Upgrade

    Description

      Upgrade to the latest version of XML RPC and use a ServletWebServer implementation instead of WebServer to get the benefits listed on http://ws.apache.org/xmlrpc/server.html. This change will require some effort as the interface should remain backward compatible. The implementation should not change the way we deploy filemanager and its scripts so care needs to be taken. This change will allow us a migration path to embedding tomcat or some other application server with our distribution but should not be the focus of this update.
