[OODT-1031] OODT 1.9 should default to XMLRpc versions of FM/RESMGR/WMGR instead of Avro versions

Description

We have made avro file manager, workflow manager and resource manager the default in the new 1.9 release. Due to this change, if the XML Rpc versions of those are not set explicitly, avro versions start causing incompatible (ex: XML Rpc client with avro server) clients and servers to communicate.

This should be changed to use XML Rpc versions as the default clients and servers.
