Split the tools folder from the trunk and put it in another branch

      Description

      The tools folder contains only tools used by the OFBiz team and is of no help for OFBiz users and could even be confusing. So this should not be delivered with the OFBiz trunk, plugins or releases.

        I noticed for OFBIZ-7677 I created a documentation folder under the tools directory. I believe now, before splitting the tools, we should put it directly under the root dir and put there all generic documentation, I'll do so w/o comment before doing OFBIZ-7677

        By generic documentation, I mean all documentation not specific to a component, and not fitting in the page of site, or the wiki.

        Actually due to the current content of the documentation folder I see no reason to put it apart of tools. We will see that later...

        Done at r1794979. If you need to use the tools in your OFBiz working copy, simply check them out in a tools folder under OFBiz working copy root.
