[OFBIZ-5796] Date picker french format switch month and day

Description

When viewing or selecting a date with the day inferior to 13 like in 2014-10-03, in french localization, the display of the formatted date seems to have switched month and day.
You can try it for example, after creating a classification type :

http://demo-stable-ofbiz.apache.org/partymgr/control/EditPartyClassifications?partyId=bizadmin

Try after adding a classification to select 2014-10-03, then 2014-10-24, you'll see the bug.

I didn't try yet on trunk.

For the resolution, i found the commit that introduce the bug at rev :

I'd offer to correct this bug by reverting this commit, but i didn't understand the fix of the Jira OFBIZ-5773. So i'll just let you know...

Have you any idea how to fix both jira the good way ?
