[OFBIZ-5580] Extend production run actual materials screen to support returns

Description

The Actual Materials page of production runs should be extended to support material returns. As of right now the production run page has to be used to return materials, however it only allows return of materials for the currently running task. Actual Materials returns should allow returns regardless of the currently running task.
