Description

While creating a theme I stumbled across this dependency for Birt inside of ReportScreens.xml.

In the screen OrderPurchaseReportOptions, the BirtUiLabels file is always loaded and then referenced over ${uiLabelMap.BirtOrderReportsWarning}, but this shouldn't happen inside of the framework.
