DefaultSyncConfig.enforceDynamicMembership is not reflected in OSGi configuration

    Description

      with OAK-9599 the DefaultSyncConfig allows to enforce migrating dynamic membership upon user-sync.

      however, that config option didn't make it into the DefaultSyncConfigImpl which is exposes the configuration options in OSGi.
