In oak-blob-cloud-azure, never try to create an Azure container when using SAS URI

    Description

      When connecting using an Azure SAS URI, the Azure container is by definition already created. Moreover, with container-level SAS URIs, the permission to create a container is not granted. 

      In AzureBlobStoreBackend, when a SAS URI is defined, we should force the createBlobContainer flag to false.
