Update Azure SDK to 8.4.0

    Description

      The oak-blob-cloud-azure and oak-segment-azure uses an outdated version of the com.microsoft.azure:azure-storage. The most recent version before the v12 (which introduces new APIs) is the 8.4.0. We should use it, it should be backward-compatible with the APIs we're relying on.
