[OAK-7794] Changes are not dispatched when the segment node store is used as the global store

Description

With the OAK-7710 we rely on the global store event dispatching. However, the observer support is disabled on the SegmentMK if it's not created as the primary store. Therefore, if the SegmentMK is used as the global store, the observers are not informed about the changes.
