Stop using the maven-scr-plugin

    Description

      With the maven-bundle-plugin now being able to generate SCR metadata there is no point in continuing to use the maven-scr-plugin.

      Also, the Eclipse integration for the maven-scr-plugin relies on m2e-tycho, which is becoming problematic and is not very well maintained.
