Switch to oak-segment-tar by default when using CLI tools

    Description

      CLI tools currently use oak-segment unless the --segment-tar is specified. While this was useful for testing purposes, it should not be needed anymore. oak-segment-tar should be used by default, --segment-tar should be removed and a --segment flag should be added to target the old oak-segment implementation.
