Description

Even thought two workarounds exists (one is to rebuild the counter index, another is to manually override the cost of an index), I think this needs to be backported:

• Once it occurs, some queries are very slow, and it's not always easy to understand why.

• The backport fixes the issue, and ensures people don't run into this issue at all.
