[OAK-3944] OsgiWhiteboard should handle multiple unregister call

Description

In OAK-3923 its seen that in some scenarios the repository might be shutdown multiple times. In such cases it is seen that if Registration is unregistered multiple times in OSGi then it logs a warning.

It would better if it can "remember" that it has been unregistered and avoid the subsequent calls
