    Description

      The base line plugin suggests a version increase even though the class didn't change. See e.g.: https://builds.apache.org/job/Apache%20Jackrabbit%20Oak%20matrix/228/

      This is caused by a bug in the BND tool: https://github.com/bndtools/bnd/issues/639
