[OAK-2923] RDB/DB2: change minimal supported version from 10.5 to 10.1, also log decimal version numbers as well

Description

The DB2 support has been tested with 10.5, but feedback says it's working just fine with 10.1, which appears to be a common version to have. Reduce the requirement so people do not get concerned by the INFO level logging about the unexpected DB version.
