[OAK-2692] Add description annotation to RepositoryManagementMBean#startDataStoreGC

Description

Currently the RepositoryManagementMBean#startDataStoreGC takes a boolean parameter to indicate markOnly invocation. However looking at the JMX operation in GUI its not possible to determine what this parameter is to be used for.

To avoid confusion it would be better to add Description and Name annotation to the operation
