DiffCache based on persistent cache

    Description

      There is currently an in-memory and MongoDB based DiffCache implementation. It would be good to replace them with an implementation based on the persistent cache introduced with OAK-2191. This reduces traffic to MongoDB and can also be used in combination with the RDB backend.
