Major Description
In order to make https://jackrabbit.apache.org/oak/docs/participating.html more visible to people only working with GitHub we should leverage https://docs.github.com/en/communities/setting-up-your-project-for-healthy-contributions/setting-guidelines-for-repository-contributors#adding-a-contributing-file. That file is prominently exposed by GitHub and can just link out to https://jackrabbit.apache.org/oak/docs/participating.html.
A similar thing is already done for the "Code of Conduct" which we inherit from https://github.com/apache/.github/blob/main/.github/CODE_OF_CONDUCT.md.
