    Description

      While iterating through failures of system tests, noted an undiagnosed timing issue involving usages of the VerifyReportingTaskConfig web API.

      Full web request / response payloads are available for a couple of these failures. They suggest a server-side problem managing the ordinality of the ReportingTaskConfig request elements.
