[NIFI-9664] Bundled jQuery .min.js in Registry is broken

Description

We recently upgraded our NiFi Registry to 1.15.3, and noticed that the bundled version of jQuery no longer loads, which breaks the Swagger UI.  None of the endpoint sections can be opened to view or interact with.

The code also attempts to download the .min.js file from code.jquery.com to download it, which isn't accessible on network enclaves not on the Internet.
