[NIFI-9607] PutDatabaseRecord doesn't honor Update Keys when Quote Identifiers is true

Description

When using the Update Keys property of PutDatabaseTable, if Quote Identifiers is set then invalid SQL (i.e empty WHERE clause) is generated so a failure occurs. This combination should work as expected.
