[NIFI-8926] NiFi docs incorrectly state enabling/disabling is not a local change

Description

According to the NiFi documentation under "Managing Local Changes" [1] it states:

The following actions are not considered local changes:

• disabling/enabling processors and controller services

• ...

However, according to the actual behavior and the comment linked in PR #3546 [2], i believe disabling/enabling processors & controller services is considered a local change.
