[NIFI-8270] Dependent property does not show up initially if it depends on the default value of the referenced property

Description

To replicate the issue:

JsonTreeReader

• Schema Access Strategy property, default value: Infer Schema
• Schema Inference Cache property, depends on the Infer Schema value of Schema Access Strategy

When I add the CS and open the Properties tab, Schema Inference Cache should be seen but is does not show up.
If I switch to another Schema Access Strategy and then back to Infer Schema, Schema Inference Cache property appears. To make it permanent, I need to save the other Schema Access Strategy first.
