[NIFI-3985] SiteToSiteProvenanceReportingTask should support starting at end of Provenance Stream or Beginning of Stream

Description

When the Site-to-Site Provenance Reporting Task is used, it always begins sending data with the oldest event in the Provenance Repository. The Reporting Task should support optionally starting at the most recent event as well.
