Help/hover text is misaligned in the Scope drop-down in the Enable Controller Service dialog

    Description

      When hovering over the "?" icons in the Scope drop-down, the help text appears higher than it should. It is especially confusing for the help text for "Service and referencing components", as the text appears closer to the "Service Only" option.
