Description

As part of https://issues.apache.org/jira/browse/INFRA-14090 a HipChat room was created on the ASF instance with a publicly accessible link. This would be a helpful resource for allowing communication more immediately among community members in a location other than GitHub PRs and the like.

Once documentation is established, should also send out messages to dev and users as another resource available.
