[NIFI-3022] DROP Provenance Events is not shown when user right-clicks on connection and chooses to Empty queue

Description

I dropped the FlowFiles from a FlowFile Queue and then was unable to see the Provenance Events. It appears that the events are created and read from the repository but are not being authorized properly.
