[NIFI-2296] The hover text for the Search icon in the Upload Template window is confusing

Description

When the user hovers over the Search icon in the Upload Template window, the text displayed is either "No file chosen" or the name of the template xml chosen. This text doesn't aide the user in determining what the icon/button is for and also displays redundant information when a template has been selected. See attached screenshots.
