Description

This ticket is a sub-task of NIFI-1550 which is the larger effort to refactor NiFi's authorization API.

This ticket specifically is to update the FileAuthorizer introduced on master, to now extend from AbstractPolicyBasedAuthorizer and implement all of the CRUD operations for Users, Groups, and Policies.
