[NIFI-178] Establish continuous integration for project build and snapshots

Description

As a whole, the project would benefit from the automated generation of distributions (nightlies) available through an automated, CI process. I've seen some conversation about requesting resources through Apache INFRA for provisioning this and think it would provide a tremendous benefit to get those items requested and established.

Some of the benefits are:

• ensuring consistent and repeatable builds as these items mature and evolve, and
• allowing potential users who are not going to be performing a build from source to use the software and provide testing and issues at an end user level.
