Description

Apache Tika dependencies should be upgraded to 3.0.0 to incorporate current major version features and fixes.

Tika 3 requires Java 11 as the minimum version.

Notable changes in Tika 3 include looking in the root class path, instead of org/apache/tika/mime for custom-mimetypes.xml as described in TIKA-4147.
