Description

From NIFI-1325, (specifically https://issues.apache.org/jira/browse/NIFI-1325?focusedCommentId=15072798&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-15072798), we need additional information as to when OnScheduled is called in terms of framework starting or a stopped processor getting started.
