Description

Kotlin dependencies should be upgraded to 1.9.23 and Okio should be upgraded to 3.9.0 on both main and support branches. Both of these libraries are dependencies of OkHttp, which is used across framework and extension modules, and these upgrades provide incremental bug fixes and improvements.
