[NIFI-10248] Setup CI jobs for arm64 platforms

Description

NIFI-9554 adds arm64 compatibility for NiFi. To avoid regression with new development, we should add at least one arm64 platform CI job to check PRs on our GitHubs action workflows.

At the time of creating this ticket, it is unclear the extent to which GitHub actions supports this, if at all.

For efficiency, and to avoid requiring additional CI jobs, we should see if this could be combined with a Java version or localization/language variant, so that the total number of CI builds we have today does not increase.
