[NETBEANS-6418] On Windows 11 Copy does not work to external applications

Description

The Copy command or Ctrl-C will copy whatever is selected so that it can be pasted into a file opened in NetBeans. It does not work if you are copying to an external program such as NotePad++ or MS Word. These programs show that there is nothing to paste.

However, if you Cut or Ctrl-X the selection then it can be pasted into an external program.

I have seen this behaviour in earlier versions.
