[NETBEANS-5586] not showing the parameters name

Description

I noticed a week ago this problem, creating a new method, when I tried to use it, it didn't show me the parameters name that I specified, tried to edit the Javadoc (nothing fancy, just Text and @param and @return), then removing it and adding again, but nothing worked and now it is also happening with external libs, this also happens with some JDK libs and classes
